MINUTES OF THE MEETING OF SECRETARIES HELD IN THE CHIEF SECRETARY’S CONFERENCE ROOM AT 10:00 AM ON MONDAY, THE              8TH APRIL, 2013

2.         At the outset, the Chief Secretary welcomed Pu H.L.Rochungnunga, MCS, Pu C. Thatkunga, MCS and Pu K. Thanzama, MSS, who attended the meeting for the first time on assumption of the charge of secretaries.

3.         Highlight of issues raised and discussed and decisions taken are as follows:-

3.1.      The Chief Secretary impressed upon all the Secretaries to ensure that the Bills for legislation are prepared with due diligence to avoid grammatical and typographical errors.  Secretaries should ensure that the draft Bills are submitted to Law & Judicial Department for vetting, at least 15 clear days in advance.

3.2.      The Secretaries were also instructed to exercise due caution while considering tours of officials under their respective control and to always keep in mind the need to observe austerity measure in view of the state’s financial condition.

3.3.      The Chief Secretary urged the Secretaries to closely monitor the preparation of RFDs and the follow-up actions in order to improve the grading of departments under them during their next assessment.

4.         REVIEW OF ACTION TAKEN ON THE MINUTES OF THE MEETING ON 15TH FEBRUARY, 2013:

4.1.      Regarding maintaining only one portal for hosting departmental websites, Secretary, ICT informed that it may not be feasible to scrape the websites created by NIC as some departments have already maintained their websites actively through the NIC.  He suggested that departments may opt for the domain either mizoram.gov.in (ICT) or mizoram.nic.in (NIC).  However, the domain created by ICT may be the official state portal and departments may update their information on it. After due deliberation, the meeting opined that websites of departments on a single portal would be ideal and meanwhile, Secretary, ICT should continue to coordinate with NIC so that updated information is available on both the domains- i.e. either mizoram.gov.in (ICT) or mizoram.nic.in (NIC).

It was reiterated that Website Management Team should be constituted by each of the department, if not already done. This team, in coordination with the ICT, shall be responsible for updating the website of the respective department.  In order to have reliable and up-to-date information in the websites, grading of websites maintained by departments may be done to cultivate healthy competition amongst the departments.

4.2.      Regarding introduction of new software application for tracking of file movement, the Special Secretary, Finance Department informed that they will be having a trial run of the software application in Vigilance and ICT department and then roll it out in other department. The Special Secretary, Finance Department, who has been entrusted with the responsibility, was advised to expedite the process in consultation with the ICT Department.

4.3.      Regarding employees database, the Special Secretary, Finance Department informed that a PowerPoint Presentation on the progress made so far shall be made in the next meeting.

 4.4.     Commissioner & Secretary, P&E Department informed the meeting that a meeting has already been fixed for 11th April, 2013 to be chaired by the Chief Secretary on the issue of pending forest/environmental clearance in respect of hydro-electric projects.  In the meeting scheduled, review shall be taken in detail. Meanwhile, Home Department will take up follow up on security matters relating to Turial HEP.

4.5.      On the decision regarding identification of suitable site at Bawngkawn Brigade area for relocation of State Guest House, Principal Secretary, LR&S Department informed that a number of legal representations received from various angles need to be addressed first before any view on earmarking of sites for State Guest House or any other purpose for that matter can be taken.

 

5.         OBSERVATION OF CIVIL SERVICE DAY:

 

                        As regards celebration of the Civil Service Day, which is celebrated on 21st April every year by central government, it was concluded that observation of Civil Service Day at the state level may be deferred for now.  In the meantime, GAD may try to gather information from other states if they are organizing the Civil Services Day at the state level.

6.         STATE SERVICE DELIVERY GATEWAY & STATE PORTAL (SSDG & SP):

The Secretary, ICT informed that ICT Dept. is working to implement the State Service Delivery Gateway (SSDG) in line with the National e-Governance Plan (NeGP) of the Govt. of India which aims to make all government services accessible to the common man in his locality, through common service delivery outlets and ensure efficiency, transparency & reliability of such services at affordable costs to realize the basic needs of the common man.  It is the interface where citizens can avail Government Services through internet/state portal www.mizoram.gov.in. Payment Gateway and SMS Gateway integration is being carried out and expected to be completed by the end of April 2013.

The Secretary ICT informed that the list of departments and the services concerned need to be reworked to make the SSDG really useful to the public. It was decided that the Secretary, ICT, should convene meeting(s) with all the concerned Heads of Departments to firm this up and that HoDs concerned shall actively attend the meeting convened by the Secretary ICT so as to pursue the implementation of the SSDG in their department in the right earnest.

7.         STATE MISSION MODE PROJECTS (MMPs) UNDER NeGP:

The matter was deferred for review in the next meeting for want of time.  Secretary, ICT may make an updated presentation in the next meeting.
